MDDCSAM signed this August 25, 2026 LETTER to the Baltimore City Planning Committee opposing a bill that would create a new way to restrict addiction treatment clinics (Health Care Clinics) through new zoning requirements. The Planning Commission (see VIDEO) voted against the bill and recommended a task force to identify evidence-based legislation. The bill may still proceed to another hearing in a committee of the City Council. 

July 28, 2026 MDDCSAM signed on to THIS LETTER to Governor Moore regarding Fiscal Year 2027 Funding Reductions for Public Behavioral Health Services.

On July 21, 2026 MDDCSAM signed onto THIS LETTER to the MIA (MD Insurance Administration) from the Maryland Parity Coalition / Legal Action Center, to ensure enforcement of Maryland’s parity laws ((MHPAEA: Maryland’s Mental Health Parity and Addiction Equity Act), as amended in 2026.  

MDDCSAM signed onto THIS LETTER sent July 20, 2026 to HHS and CMS, as part of the Maryland Behavioral Health Coalition. This is about the proposed rule from H.R. 1, outlining the impact this could have in Maryland and urging a reconsideration. The rule would have serious negative consequences for Maryland’s community behavioral health providers and access to care in general. In addition to making changes to certain state directed payments as permitted by H.R. 1, the proposal would apply Medicare-based payment limits to some fee-for-service payments for certain providers, including community behavioral health providers. The Legal Action Center assisted in drafting the letter.
