Introduce because insurance carriers in Maryland have failed to comply with federal or state parity laws.  These laws require parity in coverage between somatic disorders, and behavioral health disorders.

Though carriers are required to report their parity performance to the Maryland Insurance Administration (MIA), none have done so in a way that can be interpreted.  The bill incorporates federal compliance reporting standards, requiring state-regulated insurance plans to prepare an annual comparative analysis of coverage for behavioral health vs. somatic conditions in a standardized format, upon request, to state regulators.
