Syringe service programs (SSPs) in MD and elsewhere, aka needle exchange programs, provide equipment that reduces rates of HIV, HBC and other infections. (They also provide access to various forms of assistance from peers and healthcare personnel, and an opportunity to be linked to treatment. Unfortunately, participants are subject to arrest and prosecution for possession of the life-saving equipment that is distributed, unless they can prove the equipment was obtained from an SSP. The bill would increase participation in these effective programs, and avoid serious harm to people who use drugs.
