HB 1155 Hospitals – Opioid Overdose and Opioid-Related Emergency Medical Conditions – Treatment Support Passed 2024
Bill Focus: Overdose MOUD
Bill Information:

Requires all hospitals and emergency departments to establish protocols, and the capacity, to offer medication treatment to people with opioid use disorders, including those with overdose, and to provide appropriate referral to ongoing treatment.  It is intended to address the low rates of OUD treatment in hospitals and E.Ds.

We cited a 2024 study in which 86% of ED patients with OUD agreed to bup treatment when it was offered, and 50% of these remained engaged in OUD treatment 1 month later, double the rates of those who did not receive buprenorphine.  https://jamanetwork.com/journals/jamanetworkopen/fullarticle/2814325
