Requires all hospitals and emergency departments to establish protocols, and the capacity, to offer medication treatment to people with opioid use disorders, including those with overdose, and to provide appropriate referral to ongoing treatment. It is intended to address the low rates of OUD treatment in hospitals and E.Ds.
