Current Board Members

Dr. Hobelmann is the Co-CEO of Ashley Addiction Treatment, where he oversees all clinical services across both inpatient and outpatient programs, as well as broader organizational operations. He began his career at Ashley as a staff psychiatrist following his psychiatry residency at Johns Hopkins. Dr. Hobelmann also completed an anesthesiology residency and a fellowship in pain medicine at Johns Hopkins in 2006, and he holds a Master of Public Health from the Johns Hopkins Bloomberg School of Public Health. His clinical expertise spans the intersection of addiction and chronic pain, areas where he has dedicated much of his professional focus. Before joining Ashley, Dr. Hobelmann practiced as an interventional pain specialist, bringing a unique blend of experience in psychiatry, anesthesiology, and public health to his leadership and patient care.

Has been working in urban underserved medicine since 2011 and has made treatment of substance use disorders a focus of her practice in Baltimore since 2014.  She worked for many years in FQHC's, and now is a member of the faculty at the Johns Hopkins School of Medicine in the Division of Addiction Medicine, where she serves as Medical Director of Comprehensive Care Practice at Bayview Medical Center.  She is a believer in all-encompassing primary care, is a proponent of making MOUD accessible through primary care, and has an interest in co-occurring pain and addiction.  The best part of her job is bearing witness to peoples' gratitude after building their lives back from substance abuse.

Dr. Elias is board certified in Internal Medicine and Addiction Medicine and has had over 20 years of experience treating patients with substance use disorders. She provides addiction medicine services across the across the Washington Metropolitan region. She graduated from the Yale University School of Medicine and completed her training in internal medicine at University of California, San Francisco.

Dr. Rastegar is a Professor of Clinical Medicine at Johns Hopkins University.  He is board certified in Internal Medicine and Addiction Medicine and has had over 25 years of experience treating patients with substance use disorders. He is the medical director of the Addiction Medicine Unit at Johns Hopkins Bayview Medical Center and the Program Director for the Addiction Medicine Fellowship at Johns Hopkins.  He is also co-editor of American Society of Addiction Medicine Handbook on Addiction Medicine.  He graduated from the University of Pennsylvania Medical School and completed his training in internal medicine at Johns Hopkins Bayview Medical Center.

Dr. Shah is a Board-Certified Family Medicine and Addiction Medicine Physician.  He works at the Maryland Department of Health as the SUD Consultant to the Behavioral Health Administration.  Dr. Shah is also the medical director of the Wicomico County Department of Health Methadone OTP and the BHLI van offering low barrier buprenorphine outside Baltimore City Jail.

Previously, Dr. Shah has worked as a full spectrum Family Medicine Physician in Martinez, California, as well as a Public Health Physician within the Contra Costa County Public Health Department.  In addition to his work in Addiction Medicine, Dr. Shah is currently an Adjunct Instructor at the University of Maryland School of Medicine and a Family Planning Physician at Planned Parenthood of Maryland.

Dr. Chamberlain is a board-certified family medicine and addiction medicine physician and serves as Medical Director of BD Health Services. She leads multidisciplinary clinical teams providing evidence-based treatment for opioid use disorder, including methadone maintenance and comprehensive medication management. Within primary care, Dr. Chamberlain integrates treatment for opioid use disorder with HIV care and prevention, hepatitis C treatment, and routine preventive and chronic healthcare.

Dr. Muller received his medical degree from Case Western Reserve and trained in internal medicine and pediatrics at Johns Hopkins Hospital.  After fellowship in addiction medicine, he joined Unity Health Care, a large federally qualified health center in Washington DC, and became the director of addiction medicine. He provides primary care and addiction care in the community and in the jail.   He has also worked at SAMHSA as a senior physician advisor.

Dr. Adams has been the Chair of the Public Policy Committee of the Maryland-DC Society of Addiction Medicine (MDDCSAM) since 2018, and served for three years on the ASAM Public Policy Committee through 2025. He has been the Chair of the MedChi Opioid, Pain and Addiction Committee since 2023, and serves on the board of stopstigmanow.org. He is the co-champion of the ASAM Special Interest Group: Medications for Opioid Use Disorder. He was the President of the Smoke Free Maryland Coalition which increased the state tobacco tax and enacted smoke-free bars and restaurants in 2008, with a subsequent significant decline in smoking rates in Maryland. Dr. Adams completed an internal medicine residency at the Johns Hopkins Bayview Medical Center, and is board certified in internal medicine and addiction medicine. He practiced primary care internal medicine until he transitioned to addiction medicine in 2013, primarily as the medical director of a number of opioid treatment programs, until retiring from clinical medicine in 2025.

Sangeeta Iyer, MD, MPH, is an internal medicine, public health/preventive medicine and addiction medicine boarded physician. She is passionate about delivering compassionate, effective care for persons using substances especially in the primary care setting and improving systems to address the addiction epidemic via the expansion of harm reduction programming as well as workforce. Dr. Iyer has worked in multiple health systems from large managed care organizations to indigenous hospitals. She has been a member of MD/DC SAM since 2022 and is a 2025 Ruth Fox Scholar. She currently serves as a board member at large of MD/DC SAM, serving on the education and advocacy committee.

Colonel (Dr) Dan Bochicchio is the Vice President of Medical and Nursing Services at Ashley Addiction Treatment in Harve de Grace, Maryland.  He joined Ashley as the Medical Director in 2022, He is a combat decorated Veteran.  Prior to joining Ashley, he served as Department of Veterans Affairs Hospital CEO and Chief of Staff and US Army Joint Staff Vice Chief Surgeon. He completed his Residency in Anesthesiology at Rutgers University, Critical Care Fellowship at Maryland Shock Trauma Center and a Cardiothoracic Anesthesiology at the University Of Maryland hospital where he remained on faculty for several years prior to being called to active duty with the US Army. He is a Graduate of Command and General Staff College and the US Army War College.  He is board certified in Addiction Medicine, Anesthesiology, and Critical Care Medicine.

Dr. Penn was raised in Baltimore, MD. She completed an Internal Medicine Residency and Addiction Medicine Fellowship at Johns Hopkins Bayview Medical Center. She currently works as a primary care provider in general internal medicine, addiction medicine consultant in the inpatient hospital setting, and serves as medical director for the After Care Clinic at Johns Hopkins. She is interested in medical education in both primary care and addiction medicine, especially at transitions of care. She currently serves as a board member at large and on the education committee for MD-DCSAM.

Dr. Oviedo is board certified in Adult Psychiatry, Child & Adolescent Psychiatry, and Addiction Psychiatry. He serves as Chief Medical Officer of MATClinics and as Medical Director for Substance Use Disorder Treatment at Catholic Charities of Baltimore. He is also an Assistant Professor in the Division of Child & Adolescent Psychiatry at the University of Maryland. Dr. Oviedo completed his residency and fellowship training at the University of Maryland. He is an active member of the Maryland Psychiatric Society, MedChi (the Maryland State Medical Society), and the Maryland Regional Council of Child and Adolescent Psychiatry.

Joan Park, MD, is faculty with the Division of Addiction Medicine at the Johns Hopkins School of Medicine. She completed her Internal Medicine-Pediatrics residency and Addiction Medicine fellowship at the Johns Hopkins. She currently serves as the Medical Director of SPOT, a mobile health clinic that delivers low-barrier addiction, HIV, and sexually transmitted disease care. Dr. Park also attends on the Addiction Medicine Consult service and provides HIV primary care for adolescents and young adults at the Harriet Lane Primary Care and Bartlett clinics. Through her clinical and research work, she is committed to advancing equitable, accessible, and high-quality care for individuals living with HIV and substance use disorders.

Dr. Carolyn Thangawng is a dual board-certified physician in Addiction Medicine and Public Health & General Preventive Medicine with an MPH in Epidemiology and Lean Six Sigma Green Belt certification. She has led quality improvement and evidence-based substance use disorder treatment initiatives across the ASAM continuum of care, including expansion of buprenorphine and methadone services within Maryland correctional settings under the State Opioid Use Disorder Examination and Treatment Act of 2019. Her leadership philosophy is grounded in servant leadership, systems-based quality improvement and lean workflows, and reducing barriers to evidence-based care. Dr. Thangawng is a contributing author for the ASAM Criteria: Correctional Settings and Re-entry volume and co-champion for the ASAM Connect special interest group: Medications for Opioid Use Disorder.

Sarah Kattakuzhy, MD, MPH, is a physician-scientist whose work is focused on the intersection of substance use and associated infections. She currently serves as an Associate Professor in the Departments of Medicine and Psychiatry at the University of Maryland School of Medicine in Baltimore (UMSOM). Dr. Kattakuzhy completed her Internal Medicine training at George Washington University Hospital before transitioning to the National Institute of Allergy and Infectious Disease, and then UMSOM in 2014. Dr. Kattakuzhy serves as Medical Director of the Kahlert Institute for Addiction Medicine, and as Co-Director of the Research Initiative in Infectious Disease and Substance Use. Her current research focus is on novel therapeutic and implementation approaches in the care of individuals with substance use and associated infections, with a special interest in polysubstance use, and she continues to provide addiction care for patients in rural Maryland. Dr. Kattakuzhy is thrilled to join the MD-DC ASAM Board as a Member At Large.
